Town Official Language Implementation Committee (TOLIC)

Formation of "TOLIC": O.M.No. of Official Language Department dated 22.11.1976 As per 1/14011/12/76-R.B. (Ka-1), the Town Official Language Implementation Committees can be constituted in all the cities of the country where the Central Government has 10 or more offices. The committee is constituted on the basis of proposals received from the Regional Implementation Offices of the Department of Official Language with the permission of the Secretary (Official Language) of the Government of India.

Chairman: These Committees are headed by one of the senior most officers of Central Government Offices / Undertakings / Banks etc. located in the city. The Speaker is nominated by the Department of Official Language. Prior to being nominated, written consent is obtained from the proposed Chairman in relation to the Chairman of the Committee.

Role of the Institute: The Department of Official Language has nominated the Director and Registrar of Rajiv Gandhi Institute of Petroleum Technology, Jais, Amethi as Chairman and Secretary, respectively, of the Town Official Language Implementation Committee of District Amethi.

Membership: The Central Government offices / undertakings / banks etc. located in the city are essentially members of this committee. Their senior officers (administrative heads) are expected to attend committee meetings regularly.

Member-Secretary: For the operation of the Secretariat of the Committee, a Hindi expert from his office or from a member office is nominated by the Chairman of the Committee with the consent of the Member-Secretary of the Committee. The activities of the committee are done by the Member-Secretary with the permission of the Chairman.

Meetings: These committees hold two meetings in a year. For organizing the meetings of each committee, a calendar is kept by the Department of Official Language in which a fixed month is fixed for each committee meeting. Information regarding the holding of these meetings is given at the time of formation of the committee and the committee has to hold its meetings within the stipulated months.

Representation: The administrative heads of central government offices / undertakings / banks etc. located in a particular city participate in the meetings of these committees. Official Language Department (Headquarters) and its Regional Implementation Office also represent the Official Language Department in these meetings. One representative of one of the branches of the Hindi Council of the Central Secretariat of the city and any officer of the Hindi Teaching Scheme are also invited to the meeting.

Objective: In order to promote the progressive use of the Official Language in the offices / undertakings / banks etc. of the Central Government spread across the country and to overcome the difficulties in the way of implementation of the Official Language Policy, a joint platform was felt so that they all the offices / undertakings / banks etc. can discuss together. As a result, it was decided to constitute the Town Official Language Implementation Committees.

The main objective of the formation of these committees is to review the implementation of the Official Language Policy in Central Government offices / undertakings / banks etc., to promote it and to overcome the difficulties in its path.
